Presidential candidate protection unit training


 

General 

 

Our school instructors are all former officers and Instructors in the Israeli Security Agency (ISA) “Shin-Bet” or Israeli Secret Service. Our instructors protected the most sensitive subjects of the Israeli Government including Prime ministers and Presidents of the state of Israel. 


 

Training focus 

 

In-order to establish an effective president candidate protection unit, we focus on the following pillars:

 

  1. “Selection Process” -  from the most talented candidates possible and evaluate them to the high standard of discipline, motivation, honesty, practicality, physical abilities, mental toughness, maturity, problem solving, loyalty, patriotism and leadership - The selection process is probably the most important of all since the ability to provide effective security is solely based on the right people for the job.

 

  1. Training the unit 

 

General

To build an effective protection unit requires the leadership and personnel to work with synergy as a team. In our training we not just train each student how to do his job, we are also making sure he trained at the unit level and this way understand the different layers of security and the importance of each role and duty in the whole scheme of things. We emphasize greatly on the leaders of the unit in order to develop excellence among the ranks, develop the sense of responsibility and trust but also commitment to test their ranks on the regular basis to close gaps, adapt to dynamic situations and ensure performance in peaceful times and war times. 

 

Prevention training 

The training of the special agents, team leaders and unit chiefs focuses on the most important task of the protection unit “PREVENTION OF THE ATTACK” - in the training we educate the students to see the mission first from the attacker point of view, understands what he needs in-order to conduct an attack and eventually also his vulnerabilities.

Another aspect of prevention is once we understand what the attacker needs to attack, we focus on making ourselves a hard target but at the same breath keep failing the attack to our manipulations, break routines in our movements and counter his surveillance actions to get close to us and collect the data that he needs for the attack. 

 

Which part of the unit will receive the prevention training:

  • Special agents, team leaders, chief security officers, unit leaders

  • Crowd filter to events team

  • Undercover advanced team for counter surveillance and surveillance missions



 

Combat training 

The training of the special agents, team leaders and unit chiefs also focus on the combat aspect of the executive protection and especially the aggressive mind-set, team brotherhood and unit. Combat training designed to stop the aggressor where all other security countermeasures failed meaning the breaking the routine plans, filter the crowds to events, conducting background checks and security clearance to people involved with the presidential candidate, etc. When all of that fails then, we need to use our combat abilities and win combat with minimal colorectal damage to non-combatives and the most important of all the president candidate and his loved ones.

The emphasis of the combat training is on the hand-to-hand combat full contact striking system also known as Krav Maga. The Krav Maga CQB (Close Quarter Combat system) for head of state protection focus on taking care of the threats fast and aggressive and also to compliment the tactical shooting in-case of a gun fight - meaning how to use either Krav Maga or to combine it with CQB shooting for the mission of the protection.

 

The tactical shooting part of the head of state protection team is focused on the CQB, distant and precision sniper distances - meaning the team will be able to neutralize threats from all possible distances in team live fire levels. The training will include urban live fire team scenarios, motorcade movement scenarios, estate scenarios and event security scenarios


 

Which part of the unit will receive the prevention training:

  • Special agents, team leaders, chief security officers, unit leaders

  • Undercover advanced team for counter surveillance and surveillance missions


 

  1. Technologies & logistics

 

An important part of the success of every unit beside the ranks providing the security services is the support and innovation implemented to increase productivity. This unit service needs to be trained as well and recognized for their best effort and valued to allow the unit to work like an oiled machine or like an orchestra.

 

The unit will need a headquarter together with a modern training center to hold the unit activities and to keep the operation discrete. 


 

The training center will hold the following infrastructure:

 

  • Sports indoor gym in the size of two basketball courts to hold fitness, hand to hand combat, combat exercises and encourage students and staff to do sports activities also after hours and on the weekends.

  • Modern gym with aerobic, weights and flexibility areas

  • Ring for krav maga 

  • Showers and lockers for the students

  • Modern dining room and kitchen 

  • Office for admin school and unit HQ operation 

  • 2 Fire ranges indoors and outdoors, live fire shoot house, track for cars training and sniper rifle ranges

Training Plan for Special Agents team & Team leaders - 17 weeks

Size of team in the course - 15 agents 

Size of special agents unit - 4 teams 

Each team will have one team leader ranked officer and one team deputy leader

 

  • Selection process : choose from the special forces of the state or / and Police SWAT units / Special Agents from other agencies 

  • 10 day - Selection test to evaluate candidates (no breaks for weekends on the row)

  • 3 weeks Prevention Agent Course (5 day a week) 

  • 10 weeks Combat Agent Course  (5 day a week) 

  • 2 weeks Unit training all unit parts (5 day a week) 

  • 1 day of combat refresh training per month 

  • 3 day of combat training and procedures and fitness test every quarter 


 

Team leaders Special Agent & head of unit -  Chief Security Course - 10 weeks

Size of course: 15 students 

 

  • 3 weeks Joining a protection team at work  (5 day a week) 

  • 3 weeks joining a surveillance team at work 

  • 1 week joining Uniform Division Unit 

  • 1 week joining K9 / motorcycle teams 

  • 1 week with Operation Deputy teams

  • 1 week with Intelligence Deputy teams 

  • 1 day of combat refresh training per month 

  • 3 day of combat training and procedures and fitness test every quarter 


 

Training Surveillance Team - 17 weeks

Size of team in the course - 15 agents 

Size of special agents unit - 2 teams 

Each team will have one team leader ranked officer and one team deputy leader

 

  • Selection process : choose from the special forces of the state or / and Police SWAT units / Special Agents from other agencies 

  • 10 day - Selection test to evaluate candidates (no breaks for weekends on the row)

  • 3 weeks Prevention Agent Course (5 day a week) 

  • 10 weeks Surveillance & Counter Surveillance Course  (5 day a week) 

  • 2 weeks Unit training all unit parts (5 day a week) 

  • 1 day of combat refresh training per month 

  • 3 day of combat training and procedures and fitness test every quarter 


 

Training Tactical Team - 17 weeks

Size of team in the course - 15 agents 

Size of special agents unit - 2 teams 

Each team will have one team leader ranked officer and one team deputy leader

Training Motorcycle team - 12 weeks

 

  • Selection process : choose from other Police departments

  • 5 day - Selection test to evaluate candidates 

  • 3 weeks Prevention Agent Course (5 day a week) 

  • 7 weeks Police Uniform Division Course  (5 day a week) 

  • 2 weeks Motorcycle training  (5 day a week) 

  • 2 weeks Unit training all unit parts (5 day a week) 


 

Training Police Uniform Division - 12 weeks

 

  • Selection process : choose from other Police departments

  • 5 day - Selection test to evaluate candidates 

  • 3 weeks Prevention Agent Course (5 day a week) 

  • 7 weeks Police Uniform Division Course  (5 day a week) 

  • 2 weeks Unit training all unit parts (5 day a week) 

 

The list of courses for the different roles in the unit may varied depending on the unit need and only a suggestion based on our experience training units in the past






 

Build up the school instructors and staff 

 

Phase A:

For all training activities we will use the initially former Israeli Secret Service special agents to conduct the training in the highest level possible - the team of the Israeli instructor would be also integrated to the unit security operation as advisor to help the unit implement the best practice and culture require to run the unit 


 

Phase B:

During the first 2 year, we will start to build the school staff from the pool of the unit officers and move the unit with time to full school operation with close Israeli advisors to keep the quality level high.


 

Budget 

Budget will be determined after approval of the concept or part of the concept. The former Israeli Secret Service staff would move to the destination state for 2 years contract of full time wages + benefits 

 

The instructor team structure would be:

 

Head of project - Senior Instructor 

Deputy head of project - Senior instructor

Surveillance / tactical  - Senior Instructor  

Krav Maga Hand to hand - Senior instructor 

Tactical shooting - Senior Instructor 

 

Instructor students / instructor ratio 1:10 meaning we will need two instructors per team trained throughout the course 

 

A typical day at the training would be:

  • Fitness run / power exercises at the morning

  • Breakfast

  • 3 hours tactical shooting 

  • 2 hours hand to hand combat

  • Lunch 

  • 2 hours of tactical shooting 

  • 2 hours tactical studies 

  • Dinner 

  • Gym - fitness and weights 

 

Budget per instructor would be approximately USD 200,000 per year + cost of living + 3 flights for vacation a year
